We are pleased to inform you that the Division for Social Policy and Development (DSPD) of the United Nations Department of Economic and Social Affairs (UN-DESA) has launched a new web portal (as a pilot project) called United Nations Social Development Network (UNSDN) to share knowledge and good practices among social development professionals worldwide on ageing, civil society, cooperatives, disability, employment, family, indigenous peoples, poverty, social integration, technology and youth. UNSDN is also uniquely positioned to disseminate information and knowledge produced by the United Nations system in the area of social development, particularly on the three core issues of poverty eradication, employment generation and social integration. UNSDN will act as a major interface between DESA and its partners working in the areas of social development. DESA intends to strengthen its relationships with its partners involved in advancing the global social development agenda.

There is an increasing awareness that knowledge is central to all development efforts as it empowers social actors to find appropriate solutions to their own challenges. By sharing knowledge, the portal aims to assist Member States in the development of policies and practices that promote the goals of the World Summit for Social Development.

We, therefore, invite you to visit the portal and explore how you can contribute to it and engage effectively with DSPD-DESA and the United Nations system as a whole. We want to strengthen our partnership and deliver together on our global commitments. Le gouvernement est appelé à mettre en place une véritable stratégie nationale, en concertation avec les associations et personnes en situation de handicap, pour la promotion et le suivi de la mise en œuvre de l’intégration de cette composante de la société dans les politiques publiques, a affirmé, samedi à Rabat, le président du Conseil national des Droits de l’Homme (CNDH), Driss El Yazami.

Le président du CNDH a rappelé que le Maroc a signé en 2009 la convention internationale et son protocole facultatif concernant les personnes en situation de handicap. Il a souligné à cet égard que l’État devrait créer une nouvelle institution chargée de la promotion et du suivi de la mise en oeuvre de la protection des personnes handicapées ou réserver cette mission au CNDH.

“Le CNDH intègre le handicap parmi ses préoccupations et réitère sa détermination à participer activement au processus de consultations sur les différents mécanismes de protection des personnes en situation de handicap, et ce à travers l’adoption d’une approche participative visant le respect des principes de l’indépendance des personnes handicapées et leur participation sociale intégrale.”

Le président du Collectif pour la promotion des droits des personnes en situation de handicap, Mohamed El Khadiri, a relevé “la nécessité de mettre en place une stratégie qui inclut les personnes handicapées dans le développement national, afin de changer la vie quotidienne de ces personnes et les faire sortir de leur isolement”.

Son organisation, composée de 32 associations, a entamé un travail de mobilisation, de sensibilisation et de plaidoyer autour des droits politiques, sociaux et économiques des personnes handicapées, depuis sa création en 2004.

Handicap, études et recherches

Pour sa part, la présidente de la commission des affaires sociales et de la solidarité au Conseil économique, social et environnemental (CESE), Zahra Zaoui a fait savoir que le CESE recommande de mettre en place une base de données nationale spécifique au handicap. Elle suggère notamment une actualisation des enquêtes consacrées à ces personnes et une intégration de la question du handicap dans les études et recherches effectuées par les départements ministériels et les instituts de recherche.

Toujours selon elle, le CESE recommande aussi d’activer l’adoption du projet de loi 62-09 relatif au renforcement des droits des personnes en situation de handicap, de désigner des instances chargées de mettre en oeuvre les politiques et les programmes relatifs au handicap, d’adopter une approche fondée sur le droit, de mettre en place des mesures appropriées pour lutter contre les agissements discriminatoires et de réorienter la stratégie de prévention du handicap 2009/15 en se basant sur des indicateurs pertinents.

Un projet de loi, fin 2013

Le département chargé de la Solidarité, de la femme, de la famille et du développement social se veut rassurant à ce sujet. Un nouveau projet de loi visant la consolidation des droits des personnes handicapées verra le jour fin 2013, a déclaré la ministre Bassima Hakkaoui.

“Le projet de loi concernant les personnes en situation de handicap sera fin prêt début 2013 et discuté par l’Exécutif avant d’être soumis au secrétariat général du gouvernement et au Parlement pour validation et adoption.”

La ministre a précisé que cette loi sera de nature à répondre aux attentes des personnes en situation de handicap et aux engagements internationaux du Maroc qui a ratifié plusieurs conventions en la matière. Dans ce sens, Mme Hakkaoui a affirmé avoir mis en place une commission juridique spécialisée pour élaborer un projet de loi tenant compte des acquis.

En attendant, malvoyants, déficients moteurs et sensoriels, handicapés physiques ou mentaux, etc. ont encore l’espoir d’être reconnus comme citoyens à part entière, jouissant, comme leurs concitoyens “normaux” de droits économiques, sociaux, politiques et civiques.

Population en situation de handicap au Maroc

Selon le recensement général de la population et de l’habitat, le nombre de personnes en situation de handicap au niveau national était d’environ 680.000 en 2004, dont 387.000 résidant en milieu urbain et 293.000 en milieu rural.
Ces effectifs rapportés à la population totale de chaque milieu donnent des taux de prévalence de handicap de l’ordre de 2,3% au niveau national, 2,2% en milieu rural et 2,4% en milieu urbain.
L’enquête nationale sur le handicap de 2004, quant à elle, était beaucoup plus précise, en annonçant que 5,12% de la population marocaine ont été repérés comme étant en situation de handicap en septembre 2004, soit environ 1.530.000 personnes. 56,4% de cette population handicapée sont âgées de 16 à 60 ans. 41,2% d’entre elle se trouvent en milieu rural, 58,8% au milieu urbain et 16% dans des zones insalubres. Chiffre préoccupant: 12% des handicapés seulement sont affiliés à la Caisse nationale de sécurité sociale (CNSS), à une assurance ou à une mutuelle.

Call for the establishment of a strategy for people with disabilities

The Collective for promoting the rights of persons with disabilities in partnership with Handicap International and the European Union, organized a seminar Saturday under the theme “strategy for the implementation and monitoring of the integration of rights for people with disabilities in public policy. ” Participants deplored the absence of a strategy for this component of society.

The government is expected to implement a truly national strategy, in consultation with associations and persons with disabilities, to promote and monitor the implementation of the integration of this component of society in public policy , said Saturday in Rabat, the president of the National Council for Human Rights (CNDH), Driss El Yazami.

The President of the CNDH noted that Morocco signed in 2009 the International Convention and its Optional Protocol concerning persons with disabilities. He stressed in this regard that the state should create a new institution responsible for promoting and monitoring the implementation of the protection of persons with disabilities or book this mission CNDH.

“The CNDH includes disability among its concerns and reiterates its determination to actively participate in the consultation process on the different mechanisms of protection of persons with disabilities, and through the adoption of a participatory approach with the principles independence of people with disabilities and their full participation in society. ”

The President of the Association for the Promotion of the Rights of Persons with Disabilities, Mohamed El Khadiri, noted “the need to develop a strategy that includes people with disabilities in national development, to change the lives of these people and get them out of their isolation. ”

The organization, composed of 32 organizations, has initiated a mobilization, sensitization and advocacy around the political, social and economic disability since its inception in 2004.

Disability studies and research

For his part, the President of the Committee on Social Affairs and Solidarity in Economic, Social and Environmental Committee (EESC), Zahra Zaoui said that the EESC recommends establishing a national database specific to disability. She suggests including updates of investigations devoted to these people and mainstreaming disability in the studies and research carried out by the departments and research institutes.

It argues, the EESC recommends also to accelerate the adoption of the bill 62-09 on strengthening the rights of persons with disabilities, to designate bodies responsible for implementing the policies and programs related to disability to adopt an approach based on the right to implement appropriate measures to fight against discriminatory acts and to refocus the strategy of prevention of disability 2009/15 based on relevant indicators.

A bill in late 2013

The department in charge of Solidarity, Women, Family and Social Development is reassuring about it. A new bill aimed at strengthening the rights of persons with disabilities will be released end of 2013, said Minister Bassima Hakkaoui.

“The bill for persons with disabilities will be ready in early 2013 and discussed by the Executive Committee before being submitted to the General Secretariat of the Government and Parliament for approval and adoption.”

The minister said that this law will be liable to meet the needs of people with disabilities and the international commitments of Morocco have ratified several conventions in the field. In this sense, Ms. Hakkaoui claimed to have set up a commission to develop a specialized legal bill taking into account the achievements.

Meanwhile, visually, impaired motor and sensory, physical or mental disability, etc.. still have the hope of being recognized as full citizens, enjoying, like their fellow citizens “normal” economic, social, political and civil rights.

People with disabilities in Morocco

According to the general census of population and housing, the number of people with disabilities at the national level was approximately 680,000 in 2004, 387,000 living in urban areas and 293,000 in rural areas.
These reported numbers to the total population of each community provides a disability prevalence rate of around 2.3% nationally and 2.2% in rural areas and 2.4% in urban areas.
The national survey on disability in 2004, meanwhile, was much more accurate, announcing that 5.12% of the Moroccan population have been identified as being handicapped in September 2004, approximately 1.53 million people. 56.4% of the disabled population are aged 16 to 60 years. 41.2% of them are in rural areas, 58.8% in urban and 16% in unsanitary areas. The disturbing: 12% of the disabled are only affiliated with the National Social Security Fund (CNSS), an insurance or mutual.

Une nouvelle année scolaire signifie un nouveau départ pour les enfants. Dans plusieurs zones rurales du Maroc, des enfants ont eu droit à une motivation supplémentaire pour leur rentrée en recevant des cartables neufs, remplis de fournitures nécessaires pour les aider à réussir.

Fidèle à sa mission qui est de promouvoir l’éducation, l’alphabétisation et le développement, la Morocco Foundation a distribué 200 cartables à l’école de Zimri dans la ville de Douar Ait Alla Houdarren situé à l’extérieur de Tiflet et à l’école de Oulad Ali Ibtidaya, dans la région de Marrakech.

Les deux écoles ont un besoin urgent d’assistance pour fournir à leurs écoliers des zones sûres et propres afin qu’ils puissent apprendre et grandir dans un environnement digne. Dans ces zones, les revenus des familles sont limités et chaque initiative compte.

Chacun des 50 élèves qui fréquentent actuellement l’école de Zimri a reçu son cartable comprenant des blocs-notes, des crayons, des stylos, gommes, de la colle, ciseaux, règles, compas, équerres, couvertures de cahiers, bref, tout ce dont il a besoin pour ses différentes classes.

A l’origine de cette initiative : un ancien élève de cette école, actuellement installé aux Etats-Unis. Il n’a pas hésité à sensibiliser la Morocco Fondation sur cette problématique. Grâce à plusieurs généreux donateurs, cette initiative a pu voir le jour.

Située à proximité de Bouya Rahal en dehors de Kalaat Sraghna dans la région sud du Maroc, la deuxième école a été plus difficile à atteindre. L’éloignement de l’école et des conditions défavorables ont privé les élèves de matériel scolaire de base tels que du papier ou des cahiers. Un professeur d’anglais, Abdellatif Zouar, a mis en relation la Morocco Foundation et Madrassat Oulad Ali Ibtidaya. La Fondation a été en mesure de fournir 150 cartables remplis de fournitures scolaires.

Dernière destination sur le circuit : l’école rurale Madarasat Aaraben dans la lointaine province de Taliouine Askawen, commune Tawyalt, située approximativement à 180 Km de Taroudant. Il s’agit d’une zone enclavée, très difficilement connectée, que ce soit à l’internet ou encore au réseau téléphonique. La Fondation a été contactée par un instituteur, Kouroun Abdeljalil, afin d’apporter son aide aux élèves. Grâce à la persévérance de l’instituteur, malgré des conditions de communication et de transport des plus compliquées, 150 cartables ont pu être acheminés, comprenant toutes les fournitures nécessaires.

Ces fournitures ont apporté la joie à la fois aux élèves qui fréquentent ces écoles ainsi qu’à leurs parents. Morocco Foundation tient à remercier tous ceux qui ont fait un don et a contribué à aider cette distribution. Notre organisation continue de collecter des fonds et de recruter des volontaires afin de réaliser des projets qui favorisent l’éducation et de meilleures conditions de vie pour les familles vivant dans les régions les plus pauvres du Maroc.

Keeping with the organization’s mission to promote education, literacy, and development since 2004, the Morocco Foundation passed out 200 school bags to the Zimri School in the town of Douar Ait Alla Houdarren located outside of city of Tiflet, located 45 miles east of the capital Rabat.  A second distribution benefited the Madrassat Oulad Ali Ibtidaya outside of Tamellalt, a remote location caught halfway between the south western lands of Kelaat Sraghna and north east rural Marrakech.

Both schools are in dire need of assistance in maintaining safe and clean areas for children to study, learn, and grow. The parents of these children are very poor and cannot readily buy new supplies for their children.

School bags filled with new pencils, pens, notepads, crayons, small board, erasers, glue, scissors, rulers,  geometric tools, pad covers, etc…were handed out to all 50 students currently attending the Zimri School. One of the school’s graduate is now successfully living in the United States and has led multiple projects to help the school. He enlisted the help of the Morocco Foundation and through combined efforts every student received a backpacks to jumpstart an enriching school year.

Located near Bouya Rahal outside of Kalaat Sraghna in the southern region of Morocco, the second school was harder to reach.  The school’s remoteness and underprivileged conditions hindered the students from enjoying basic school materials like clean paper to write on. Concerned English professor, Zouar Abdellatif, connected the Morocco Foundation with Madrassat Oulad Ali Ibtidaya. The Morocco Foundation was able to deliver 150 Backpacks filled with school supplies.

These supplies brought joy to both the students attending these schools as well as their parents. The Morocco Foundation would like to thank those who donated and assisted in helping with this effort. The foundation continues to raise money and pursue projects that promote education and better living for families living in the impoverished regions of Morocco. The school houses 150 students: 76 girls and 74 boys. Three (3) students are orphans.

Needs:

• Bathrooms and Toilets (the students use the bush for now)
• Library: there are no books for the children to read or borrow,
• Playground: The children play in the front where there is only dust.
• Two-2 blackboards and more books and stories for the students.
• Clothes: most children are from very poor families and have torn and overly used clothing that was passed down from multiple other siblings or from charity. Shoes are a real luxury and most of them wear plastic sandals.

Sponsor and submitter: Mr. Kouroun Abdeljalil, resident of Taroudant, Ait Iaaza and teacher at the school S/s Aaraben. And in his own words “please…i really want to help the children of my school , this is a dream for me”

To help this school, the Morocco Foundation is seeking to raise $5,000.00. Taroudant is a southern city in the heart of the Souss land, far off the main commercial hubs in the North. Shipping goods and materials will be an additional cost as well as hiring construction workers to build the bathrooms, the toilets and the playground.

Le projet de forage de puits « Tajelt » est destiné à fournir de l’eau potable à plus de 300 personnes (plus de 50 ménages) grâce au forage d’un puits qui se trouve à 3 Km du douar. C’est un premier pas pour contribuer à désenclaver ce douar sans école et difficilement accessible.

Le consortium associatif, dont le chef de fille est l’ONG « J’aime le Maroc Sport et Culture » est prêt à mettre à disposition des donateurs potentiels (personnes physique ou morale) toutes les informations relatives à : l’équipe projet, les coûts, les études techniques, rétro-planning et business plan de financement …

Après la signature d’un accord de partenariat entre : l’autorité locale, la commune et le consortium de la société civile le 21 juillet 2011, l’équipe projet travaille, actuellement, sur la préparation des études techniques pour le forage de puits grâce à l’assistance d’un organisme spécialisé.

L’équipe projet a fixé un délai de six mois pour la réalisation de ce projet, pour des contraintes métrologiques, la date fin des travaux est le premier trimestre 2013.

Pour la bonne gouvernance de cette opération, toutes les transactions financières en terme de financement et la budgétisation de ce projet seront soumis à un audit externe.

Un planning détaillé d’exécution mis à jour ainsi que les rapports d’avancement seront communiqués à une fréquence régulière à toutes les parties prenantes de ce projet.

Le Douar Tajelt, relève de la commune Lala Aziza. Cette commune de la ville de Imintanout est rattachée à la province de Chichaoua. Imintanoute, située sur l’axe Marrakech et Agadir, fait partie de la région de Marrakech Tensift El Houz. Imintanoute se situe à 44 km de Chichaoua, 140 km de Marrakech et a 150 km d’Agadir.

“J’aime le Maroc Sport et Culture” est une ONG qui a été créée en 2010 par un groupe de randonneurs passionnés de la nature et de la découverte. L’association a pour vocation principale de faire découvrir le Maroc à ses membres à pied, à cheval, en vélo ou en montagne.
